Document Description
Arroyo Verde Apartments is planned to be a 72-unit affordable housing community in Arvin, CA that will be restricted to households earning 30-60% of the area median income for Kern County. The project is planned to be built in two phases across a total of 4.12 acres. Phase 1 (2.63 acres) will include 42 units (twelve 631 SF one bedroom units, twelve 765 SF two-bedroom units, and eighteen 1,000 SF three-bedroom units) across three, three-story buildings with the addition of a 3,230 sq. ft. community center, tot lot, half basketball court, community garden with raised planter beds, picnic area with BBQ, a fenced dog park, and retention basin, and 75 parking spaces. Phase 2 (1.32 acres) will add 30 units (twelve 765 SF two-bedroom units and eighteen 1,000 SF three-bedroom units) in two separate three-story buildings, , and 39 additional parking spaces.

Section 15300.1 Relation to Ministerial Projects.
Reasons for Exemption
The Arroyo Verde Apartment complex is reviewed and approved in accordance with Title 17 Zoning Chapter 17.05 Uses Permitted Subject to Administrative Approval; Chapter17.055 Multiple Family Residential Design Review Ministerial Permit and Chapter 17.72 Chapter 17.72 Multiple Family Residential Design Review. In accordance with Section 21080 of the Public Resources Code exempts from the application of CEQA those projects over which public agencies exercise only ministerial authority. The Project Coordinator/Planning Consultant reviewed the ministerial project and approved the project with the concurrence of the City Manager. In addition, the project is also not located next to any scenic highway or resources, nor is located on a hazardous waste site which is included on any list compiled pursuant to Section 65962.5 of the Government Code. The project does not affect any site that could qualify as historical resources and no structures are to be demolished, nor would the project have a significant adverse impact on a historic resource.
