Document Description
On February 4, 2025, the County of Los Angeles (County) Board of Supervisors (Board) approved the Barry J. Nidorf Secure Youth Track Facility Security and Kitchen Upgrades Project (Project). Barry J. Nidorf is a juvenile detention facility operated by the County. The delivery of this project will provide additional security measures for the Secure Youth Track Facility.
This Project includes the installation of a netting system above the west, north, and east perimeter walls. It will add an additional 12 feet to the height of the perimeter walls to deter contraband from being thrown over the facility wall. The proposed project also includes two new fan coil units and a rooftop condensing unit to cool the dry food storage room adjacent to the facility’s kitchen.

Reasons for Exemption
The Barry J. Nidorf Secure Youth Track Facility Security and Kitchen Upgrades Project falls within certain classes of projects that have been determined not to have a significant effect on the environment in that it meets the criteria set forth in the above sections. The Project authorizes the minor alterations to existing facilities, installation of mechanical equipment at existing facilities, minor land alterations involving temporary trenching, and accessory structures. The proposed activities involve negligible or no expansion use of existing facilities and do not include tree removal. In addition, based on the record of the Project, the Project will comply with applicable regulations, is not located in a sensitive environment, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code, section 65962.5, indications that the project may cause a substantial adverse change in the significance of a historical resource, or any other limiting factor that would make the exemptions inapplicable to this Project.
