Document Description
The Safer Downtown Burbank Mobility Network Improvement Project will connect and improve the bicycle network and pedestrian crossings along four streets in Downtown Burbank, adding 0.75 road miles of new bike facilities and upgrading safety elements on 1.6 road miles of existing bicycle facilities. The project will use signage, striping, plastic/rubber bollards, curbing, and other quick-build materials within the existing roadway; no physical construction is included. Specifically, the project will add painted Class II bike lanes on Orange Grove Ave. between Kenneth St. and Third St., on a one-block gap on Third St. between Bethany Dr. and Amherst Dr., and on the uphill/eastbound side of Providencia Ave. between Bonnywood Pl. and San Fernando Blvd. The project will modify existing striped Class II bike lanes to become Class IV bike lanes with vertical separation elements on Third St. between Burbank Blvd. and Verdugo Ave. and on Angeleno Ave. between Glenoaks Blvd. and First St. The project will create a Class III bicycle route on Third St. between Verdugo Ave. and Providencia Ave. and enhance a Class III bicycle route on Providencia Ave. between Glenoaks Blvd. and Bonnywood Pl. by adding wayfinding, red curb at stop signs, curb extensions, and centerline hardening. The project will also add signage, striping, and other traffic control devices in the existing right-of-way described above as needed to support the proposed bicycle and safety infrastructure.

Reasons for Exemption
The proposed project is exempt in accordance with California Environmental Quality Act (CEQA), per CEQA Guidelines, Article 19 (Categorical Exemptions), Section 15301(c) – Existing Facilities, Class 1. Stated examples of exempt facilities include “other alterations such as the addition of bicycle facilities…pedestrian crossings… and other similar alterations that do not create additional automobile lanes.” This exemption is applicable given that the scope of work for this project is limited to installing signs, striping, and semi-permanent quick-build materials for bicycle and pedestrian facilities within the existing roadway. The project does not create additional automobile lanes. These streets will continue to be used for public right-of-way purposes, with any changes intended to enhance roadway user safety. There are no exceptions or unique circumstances that apply that would affect the application of this exemption.
