Document Description
The El Dorado Irrigation District (District) proposes to rehabilitate and/or replace wastewater collection lift station equipment, reline pipeline segments, and reline manhole equipment in multiple locations throughout the communities of El Dorado Hills, Cameron Park, and Placerville (5 manholes, 3 lift stations, and 11 pipeline segments). The purpose of the project is to fix manhole and lift station equipment and sewer lines that have been either been damaged due to root intrusion or are at the end of their serviceable life and are at risk of failure. Project activities would include the following:
Structural repair and replacement of steel wet wells and associated equipment in lift stations;
Clearing pipelines, video assessment, and installation of internal lining (Approximately 4,928 linear feet (LF); and
Cleaning and installation of internal lining within manholes.
The following locations are identified for pipeline rehabilitation as shown on Attachment A: Location Maps:
El Dorado Hills Locations- (Lift Station #203 (Marina Village No. 2) & Pipes #311, #314, #315, and #316) – The lift station is located on a single-family residential property off of Vista Mar Drive. Pipe #311 crosses El Dorado Hills Boulevard, approximately 1,000-feet south of the intersection with Wilson Boulevard and will reline approximately 153-LF of pipeline. Pipes #314, #315, and #316 total approximately 535-LF of pipeline and are located in the roadway along Tam Oshanter Drive.
Cameron Park Locations- (Manholes #101, #102, #103, #108, and #109 & Pipes #306, #307, #308, and #310) – Manholes #101, #102, and #109 are located along the western edge of Cameron Park Lake, Manhole #103 is located along Garden Circle, approximately 325-feet southeast of the intersection with Country Club Drive and Manhole #108 is located in the backyard of a single-family residential property off Cambridge below the spillway of Cameron Park Lake. Pipe #306 totals approximately 420-LF of pipeline located in the backyards of single-family residential properties located along Royal Drive between Country Club Drive and Gladstone Lane. Pipes #307 and #308 total approximately 622-LF of pipeline in the backyards of private residential properties between Country Club Drive and Rustic Road. Pipe #310 totals approximately 2,136-LF of pipeline in the backyards of single-family residential properties (north and south) between Chelsea Road and Sheridan Road between Cambridge Road and Knollwood Road (east and west).
Placerville/Diamond Springs Locations- (Lift Stations #201 (Motherlode) and #202 (Thunderhead) & Pipes #302, #303, and # 304. Lift Station #201 is located on the southeast corner of the intersection between Motherlode Drive and Fairhaven Lane on a single-family residential property. Lift Station #202 is located approximately 825-feet from the intersection with Motherlode Drive on the south side of Thunderhead Lane on a single-family residential property. Pipes #302, #303, #304 total approximately 674-LF of pipeline located on single-family residential properties along the north side of Chestnut Lane approximately 235-feet east of the intersection with Forni Road.
Work activities would be similar at each site and would require: 1) temporary sewer bypass installation to divert wastewater flows around equipment and maintain sewer service while work is being completed, 2) clearing of raw sewage from wet wells, manholes, and pipeline segments using a vacuum truck to capture and contain sewage for proper disposal, and 3) establish traffic control and/or access to Project areas where applicable to provide for crew trucks with trailer mounted relining machines and equipment. Work activities at each site are scheduled to begin summer of 2025 and be completed over the course of approximately 5-years during seasonally low flows within the collections system. Work activities at all sites would occur during the normal business hours of 7 a.m. to 7 p.m. Monday through Friday, or 8 a.m. to 5 p.m. on weekends.

This Project involves maintenance in the form of rehabilitation and/or replacement of existing lift station equipment, relining sewer pipeline and relining manhole equipment that are at risk of failure. None of the applicable exceptions to this exemption, as identified under CCR, Title 14 section 15300.2, apply to this project, including an area of critical concern, cumulative impact, significant effect due to unusual circumstances, scenic highways, hazardous waste sites, and historical resources.
