Document Description
The 2026 Road Rehabilitation Project will improve the existing roadway segment of E. 20th Street from Park Avenue to Notre Dame Boulevard (approximately 1.6 miles). Proposed work includes pavement reconstruction and resurfacing, crack sealing, dig-outs, re-striping, reducing travel lane width, upgrading bicycle lanes to include green paint and a buffer zone, ADA compliant curb ramps, new signage, and repairing sections of broken sidewalks, curbs, gutters, drainage features, and sewer system facilities. Additionally, approximately 280 feet of the existing 12 inch sewer line along Franklin Street will be replaced with a 15 inch sewer line in the same location.

The project involves improvements to public facilities. The project involves no increase in roadway capacity and serves built-out land uses. The project area has been previously disturbed, is located in urbanized areas, and includes existing roadway surfaces in need of rehabilitation. There are no unusual circumstances leading to a reasonable possibility that significant environmental impacts will result from the project. Therefore, the City finds that the project is exempt from the California Environmental Quality Act (CEQA) in accordance with CEQA Section 15301 (c).
