Document Description
To improve roadway longevity, the 2026 Pavement Preservation will include a slurry seal treatment on Forest Avenue from Skyway to E. 8th Street. In addition, a slurry seal treatment will occur on some neighboring roadways, including Lionsgate Way, Roohr Court, Arminta Court, Isaac James Avenue, Temperance Way, Shannon Court, Forest Creek Circle, Rhonda Lane, Vermillion Circle, Rollis Lane, Mindy Court, Stansbury Court, Greg Court, Merle Court, Modoc Drive, Wildflower Court, Skymountain Circle, Windmill Court, Amanda Way, Hartford Drive, Shari Lane, Sebastian Court, Anna Court, Kevin Court, Brenda Drive, Betsey Way, Kenrick Lane, Bedford Drive, Notre Dame Boulevard, and Jan Court. Additional work will be conducted within the existing public right of way and includes striping and pavement markings.

Reasons for Exemption
The project involves improvements to existing public facilities. The project involves no increase in capacity and serves built-out land uses. The project area has been previously disturbed, is surrounded by urban uses, and includes existing roadway surfaces in need of treatment/rehabilitation. There are no unusual circumstances leading to a reasonable possibility that significant environmental impacts will result from the project. Therefore, the City finds that the project is exempt from the California Environmental Quality Act (CEQA) in accordance with CEQA Section 15301 (c).
