Reasons for Exemption
The Proposed Project is exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines as a Class 4 (“Minor Alterations to Land”) Categorical Exemption, in accordance with CEQA Guidelines Section 15304. The Class 4 (“Minor Alterations of Land”) exemption is applicable to the Proposed Project since the project proposes to install a parking lot that requires minor grading on land with a slope of less than 10 percent. The proposed grading for the installation and operation of the parking lot is not in a waterway, in any wetland officially designated (by federal, state, or local government action) scenic area, or in officially mapped areas of severe geologic hazard such as an Alquist Priolo Earthquake Fault Zone or within an official Seismic Hazard Zone, as delineated by the State Geologist. Furthermore, the proposed project does not involve the removal of healthy, mature, scenic trees. The existing trees that will be removed are not classified as “heritage trees” under the City’s Municipal Code Section 9.17.030. The project includes replacement of existing trees per the Municipal Code. The Proposed Project proposes to install a parking lot that requires minor trenching and backfilling where the surface is restored to the City’s standards. The Proposed Project is also exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines as a Class 11 (“Accessory Structures”) Categorical Exemption, in accordance with CEQA Guidelines Section 15311. The Class 11 (“Accessory Structures”) exemption is applicable to the Proposed Project since the project proposes to place a parking lot appurtenant to an existing transfer station structure within a previously disturbed storage area.
