Document Description
The Eastern Regional Landfill and Materials Recovery facility is located at the terminus of Cabin Creek Road south of the Town of Truckee and west of Highway 89. The facility consists of a closed landfill, the materials recovery facility building, a maintenance building, and a scalehouse. The asphalt paving of the internal roads around the exterior of the buildings has deteriorated through daily use by personnel, customers, and commercial vehicles. The proposed project includes removal and replacement of the existing asphalt pavement and base materials within the facility and does not include the public roadways outside the facility. All pavement work will be within the previously improved areas and excavation will not be any greater than what was previously disturbed. The thickness of the pavement will be increased to meet current Placer County and Caltrans pavement standards for roads that service heavy equipment. During construction facility operations will be adjusted to account for the active work areas but there will be no change to facility services or operational hours. All necessary permits and approvals for the work will be obtained prior to commencement of work and all standard construction BMPs will be implemented to prevent stormwater runoff from the site.

Reasons for Exemption
This project is exempt from further CEQA review pursuant to CEQA Guidelines Sections 15301 existing facilities. Section 15301 applies to repair and maintenance of existing facilities which result in negligible or no expansion of existing use. Section 15301(b) specifically refers to minor alterations to existing facilities of public utility services and section 15301(c) specifically refers to existing highways and streets, and other similar alterations. The proposed project is the replacement of existing pavement which will not significantly increase automobile lanes of traffic, and will not increase volumes or tonnage received beyond the permitted capacity.
