Document Description
The proposed Boyer Homestead Fuel Reduction Plan consists of a shaded fuel break along Boyer and Homestead Roads. The Boyer-Homestead Shaded Fuel Project footprint is described as Blue-Oak Foothill Pine (BOP). The proposed shaded fuel break is 300 feet wide (150 feet on each side of the road from centerline) and approximately 1.95 miles in length. The roadsides to be treated consist of approximately 74 acres. Along the 300-foot Boyer-Homestead Road corridor, through either machine and hand piling or machine mastication, remove all brush species such as ceanothus and manzanita and small trees. Retain all healthy oaks and pines greater than 12 inches diameter at breast heigh (DBH). Remove dead and dying trees. Maintain a minimum average spacing of 15-25 feet of large healthy trees. Where feasible preserve small pines and oaks as future replacements of larger trees while maintaining the minimum average spacing of 15-25 feet. In portions of the project where heavy concentrations of brush exist the spacing between trees will be greater. Larger retained trees should be pruned. Large down oak tree limbs, either from project fuel reduction activities or pre-existing, should be cut into manageable lengths for use as firewood or disposed. Down dead grey pine logs shall be removed or burned. Existing woody debris piles would be burned. Sprouting brush and trees species such as ceanothus and interior live oak shall be removed by the pull and pluck using an excavator with masticating head with thumb. Plucking vegetation will be concurrent with mastication. Slash Disposal shall be accomplished by chipping, mastication or pile and burning.

Reasons for Exemption
This project fits under portions of 15304- Minor Alterations to Land. The project will consist of removing the surface and ladder fuels to create a shaded fuel break condition. The project will not involve the removal of mature or scenic trees. The project was designed to avoid adverse impacts on water, soil, wildlife and archaeology. Will improve overall aesthetics of project area and public safety. Field review by CAL FIRE staff confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, populations and housing, public services, recreation, transportation/ traffic, utilities and service systems, or to wildfire.
