Reasons for Exemption
The proposed modifications to the District Education Center are considered to be exempt per CEQA Guidelines Section 15332 Class 32 exemption for the following reasons: (1) The proposed project will be located on the same site as the existing District Education Center and is consistent with the general plan and the Newport Hub Specific Plan, as well as applicable zoning designation and regulations. (2) The proposed development occurs within Menifee City limits on a project site of 1.5 acres and is substantially surrounded by urban uses. (3) The project site has no value as habitat for endangered, rare, or threatened species. (4) Approval of the project would not result in any significant effects relating to traffic, noise, air quality or water quality. (5) The site is currently served, and can continue to be served, by all required utility and public services. (6) None of the exceptions to the exemptions apply to the proposed project. Therefore, the proposed modifications to District Education Center meet the requirements of CEQA Guidelines Section 153332 Class 32 exemption and the proposed project is exempt under CEQA.
