Document Description
The project site is within the area affected initially by the February 2024 storm event, and more recently by the 2025 Palisades fire, followed by atmospheric river events that occurred in February 2025 resulting in damage to existing infrastructures. The emergency work involves regrading the existing channel outfall to ensure proper storm flow can be restored and to protect existing infrastructures from further erosion. The emergency work will be done approximately 536 feet from the channel outfall and will involve approximately 7,600 cubic yards of grading. The material will be re-contoured to allow flows to discharge. Also, the work will repair and realign a portion of the Marvin Braude Beach Trail by removing existing damaged path, grading of 275 cubic yards for construction of new landward concrete path segment, installation of 130 linear feet of metal sheet piles on either side of the channel outlet to be buried in sand, and routine channel maintenance after storm events. The proposed emergency work is essential to maintain proper storm flows and prevent debris from blocking and/or damaging the existing Santa Monica Canyon Channel and bridge infrastructures. Additionally, the proposed work would also alleviate further erosion of the existing bike path.

Reasons for Exemption
These exemptions provide for projects to maintain, repair, restore, demolish, or replace property or facilities damaged or destroyed as a result of a disaster in a disaster-stricken area in which a state of emergency has been proclaimed by the Governor pursuant to the California Emergency Services Act, commencing with section 8550 of the Government Code. This includes projects that will remove, destroy, or significantly alter an historical resource when that resource represents an imminent threat to the public of bodily harm or of damage to adjacent property or when the project has received a determination by the State Office of Historic Preservation pursuant to Section 5028(b) of Public Resources Code. Also, these exemptions provide for repairs to publicly or privately owned serviced facilities necessary to maintain service essential to the public health, safety or welfare. Emergency repairs include those that require a reasonable amount of planning to address an anticipated emergency. Additionally, these exemptions provide for specific actions necessary to prevent or mitigate an emergency.
