Document Description
The proposed power generation project will retire Boiler 4 at the El Centro Generating Station, located 485 East Villa Avenue in the City of El Centro, Imperial County, California, and replace it with up to six Wartsila 18.82 MW natural gas reciprocating internal combustion engines totaling approximately 113 MW in electrical generating capacity. Boiler 4 is approximately 55 years old and does not offer the reliability, fuel efficiency or cyclic operations that are needed to complement the increased renewable energy sources that are a part of IID’s power portfolio. The ECGS currently operates three combustion turbine generators, three steam turbine generators, one boiler (Boiler 4), one diesel emergency standby generator, an emergency fire pump, a portable sandblaster, and three unit-specific cooling towers. The new generating units will be constructed approximately 1,100 feet south of the existing boiler building to the west of Dogwood Avenue and north of Commercial Avenue, on IID-owned land. Power generated by the new units will be transmitted to the grid by way of the El Centro Switching Station. Each unit will be approximately 24 feet wide, 211 feet long and 18 feet high. Their exhaust stack height is expected to be approximately 120 feet tall and possibly be collocated in a common shroud structure. Construction is expected to last approximately 24-26 months and include the extension of underground natural gas supply lines from the boiler building southward to the project location. Demolition of existing obsolete structures may occur at the onset of construction. Soil will be grubbed and graded to achieve the appropriate contour and elevation. Excavation/boring will then take place to build foundations for the new structures. Trenches for fuel, electrical, and water lines will also be excavated. Some ancillary structures such as equipment storage/maintenance facilities and an administrative facility may also be built.
