Document Description
Construction of a regional fiber network to connect unserved households and anchor institutions within South Los Angeles County. The pro ject will establish 885,440 feet of new fiber optic backbone cable across the region and interconnect with sections of the Statewide Middle Mile Backbone Network while simultaneously providing last-mile connection within the most critically unserved cities, communities, and unincorporated areas. The project will bring scalable broadband speeds to 4.254 unserved locations as determined by CPUC standards. The project contains 489.046 feet of underground fiber, 184,402 feet of aerial fiber, and upsizing of existing fiber of 11 ,352 as well as utilizing 200,640 feet of existing partner fiber network. Underground routes will be laid within existing rights of way while all aerial routes will be attached to pre-existing poles. These routes will ensure redundancy and future capacity and will include new and existing conduit within previously disturbed rights-of-way with a 288-strand fiber cable.

Reasons for Exemption
This project consists of linear broadband deployment in a right-of-way by a public entity, and meet the requirements of subsection (a) of Public Resources Code 20180.51. Construction of the project will occur within existing trenches and/or previously disturbed areas and require minor trenching and backfilling. Installation will take place within city rights of way which are currently occupied and existing utilities, including fiber network lines with no expected expansion of physical footprint. the fiber network consists of underground and arial fiber infrastructure and any small structures will be buried underground. Any above ground fibers will be placed on existing utility poles.
