Document Description
The project, within Caltrans right-of-way, proposes to modify an existing traffic signal by removing the median poles and installing the left turn arrowheads on the mast arm poles. Additionally, the project will shift the median on the westbound approach to allow for a dedicated right turn and longer left turn lanes and introduce a bulb-out instead of free channelizing right turn for the eastbound approach. There will also be some curb ramp work and signing and striping.

Reasons for Exemption
The proposed project meets the definition of the Categorical Exemptions listed above. The proposed project would make various streetscape improvements, including removal of median poles and modifying existing traffic signals, shifting one median, and introducing bulb-outs. The project would not require right-of-way acquisition and would not substantially alter existing circulation patterns. The project would not introduce a new use to the El Camino Real corridor and would result in negligible to no expansion of existing uses along Page Mill Road or El Camino Real.
Per section 15300.2 of the California Environmental Quality Act (CEQA) Guidelines, it has been determined that the project does not contain environmental resources of hazardous or critical concern, would not result in a significant impact due to unusual circumstances, damage scenic resources, affect a historic resource, or result in a cumulative impact. Geotracker was reviewed, and there is one active site (Case #43S1170 for trichloroethylene opened on 4/4/2019) near the project but is not within the project limits. For these reasons and those stated above, the project is
exempt from the provisions of CEQA.
