Document Description
The Sheriff's Office has implemented roadside Automated License Plate Readers (ALPRs) throughout Butte County, four (4) of which are to be installed along Caltrans rights-of-way, in order to link data associated with vehicle license plates for official law enforcement purposes. This includes identifying and locating stolen
or wanted vehicles, wanted persons, victims, witnesses, and missing persons. ALPRs may also be used to gather information related to criminal investigations, active warrants, suspect interdiction, and stolen property recovery. It is the intent of the Sheriff's Office to ensure that the access and use of ALPR data is consistent with respect for individuals' privacy and civil liberties. Accordingly, an ALPRs Usage and Privacy Policy is available for viewing on the website for the Sheriff's Office.
The proposed project consists of installation of four 13-foot poles on X SQRD REDITORQUE anchor bases with a camera and solar panel mounted to the poles, with minimal ground disturbance consisting of the 3 inch by 48 inch pole anchors.

In addition, pursuant to section 15303(e), New Construction or Conversion of Small Structures, this project is also exempt from further CEQA review. Section 15303(e) specifically refers to new construction of small structures including accessory (appurtenant) structures, including garages, carports, patios, swimming pools, and fences . The footprint of the pole, camera, and solar panel on an existing public highway is extremely minimal compared with other types of improvements listed in section 15303(e) . As such, this project can be considered a new, small facility under section 15303 and no further CEQA review is therefore required.

Reasons for Exemption
Pursuant to section 15061(b)(3), the Common Sense Exemption, this project is exempt from further CEQA review. The activity of installing four 13-foot poles, with a camera and solar panel affixed to them, in existing state right-of-way on an existing public highway, is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to further CEQA review . As such, this project falls within the definition of section 15061(b)(3) and no further CEQA review is therefore required.
