The segment spans approximately 1.18 miles within the City of San Jose. The eastern end of the alignment is at the southeast corner of the intersection of East St John Street and North 13th Street. The alignment travels west along East St John
Street for approximately 0.95 mile, crosses under the light rail tracks at North 2nd Street and North First Street, then turns south on South and travels along San Pedro Street for 0.21 mile before turning east on Post Street for 0.02 mile. The western end of the alignment is at a pre-existing manhole on Post Street, approximately 114 feet from the intersection of Post Street and South San Pedro Street. Most of the
alignment is located within the paved roadway, but the connection occasionally traverses ruderal or landscaped areas in roadway shoulders or medians. Work will include five new temporary 2 x 4 ft. bore pits at the following locations:
- Intersection of Post Street and North San Pedro Street
- West St John Street between Market Street and North San Pedro Street
- Intersection of East St John Street and North 3rd Street
- Intersection of East St John Street and North 7th Street

Additionally, one new 4 x 4 ft. manhole is proposed at the intersection of West St John Street and North San Pedro Street. The Project Area in general can be characterized as urban. It is directly adjacent to a residential road along most of its length, and adjacent land uses are predominantly light industrial, residential, and office complexes. The alignment crosses the light rail tracks in two locations.

Reasons for Exemption
Under D.10-12-004, the CPUC determined that the projects proposed by Mobilitie, now Boldyn, would qualify as exempt under one or more CEQA categorical exemptions. On November 3, 2023, a Tier 1 Advice Letter was approved by the CPUC Telecommunications Division, permitting Mobilitie to change their name to Boldyn and thus, retaining Mobilitie’s certificate of public convenience and necessity. Under D.10-12-004, the CPUC Commission determined that these projects planned by Mobilitie (now known as Boldyn) would fall within one of several categorical exemptions under CEQA.
