Reasons for Exemption
Under Section 15301/Class 1 of the CEQA Guidelines, projects are exempt from CEQA if they involve the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, with negligible or no expansion of the existing or former use. Staff has conducted a preliminary environmental assessment of this project and determined that it falls within the Categorical Exemption outlined in Section 15301/Class 1 (Existing Facilities) of the CEQA Guidelines. This exemption applies to projects that involve negligible or no expansion of an existing facility. Specifically, this project involves the purchase and rehabilitation of an existing motel, converting it into multi-family housing without expanding the facilities. As such, staff has determined that the project qualifies as Categorically Exempt from further CEQA review under Section 15301/Class 1. None of the exceptions to Categorical Exemptions outlined in CEQA Guidelines Section 15300.2 apply to this project. Furthermore, the proposed project is not expected to have any significant environmental impact.
