Document Description
Project Location: MacArthur Drive: Arbor Avenue to 1,100 feet south of Delta Avenue. See attached Vicinity Map. Project Justification: MacArthur Drive is a two-lane, 22-foot-wide roadway, with the original construction date and structural section currently unknown. Based on limited coring from a geotechnical site investigation, the pavement structure consists of an asphalt concrete (AC) layer, ranging from a 3/4 inch to 2 1/2 inches in thickness, placed over varying layers of aggregate base and chip seal (old roadway). The road has undergone periodic maintenance, including chip seal applications, the latest being in 2017. In 2022, the City of Tracy installed a 42-inch effluent outfall pipeline from Arbor Avenue to its outfall at Old River, north of Delta Avenue. Said pipeline was installed along the east shoulder of MacArthur Drive and crossed over to the west shoulder at Tom Paine Slough. Restoration of the affected pavement occurred throughout the roadway as part of the City's permit work. The existing pavement surface exhibits a range of distresses, including transverse, longitudinal, block, and alligator cracking, as well as edge cracking, potholes, temporary patch repairs, depressions, and rutting throughout the project limits. Scope of Work: The project will consist of: 1. Scarifying, compacting, and shaping 0.5 feet depth of existing roadway (22 feet wide) from City limits to approximately 300 feet south of the Tom Paine Slough bridge (29C-313). 2. Resurfacing the prepared section and the remainder of the existing roadway with 0.25 feet Hot Mix Asphalt (HMA) (Type A). 3. Grinding and replacing 0.25 feet depth of existing pavement with 0.25 feet HMA (Type A) over the cross culvert structures (with headwalls), as well as 300 feet to the south and 280 feet to the north of the Tom Paine Slough bridge. Conforming new resurfacing to recently paved segment (~900 feet) from Canal Boulevard to Sta 79+50. 4. Repairing pavement structural failure areas with full-depth 0.25 feet and 0.50 feet HMA (Type A). 5. Replenishing the 4-foot to 6-foot-wide shoulder backing: 2 feet at 8% slope with 2 to 4 feet to conform. 6. Placing one (1) new survey monument frame and cover and adjusting three (3) maintenance hole frames and covers to finished grade. 7. Performing earthwork in miscellaneous areas where the shoulder's elevation is higher than the pavement, and clear and grub soil/material deposits and debris along the west shoulder. 8. Applying penetration treatment along the inside of curves and at all intersection radii, extending 50 feet or to conform. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
