Document Description
Project Location: Ash Lane: Wetherbee Avenue to Lake Avenue. Lake Ave: Ash Lane to West End. Wetherbee Avenue: Oak Street to Willow Avenue. Willow Avenue: Wetherbee Avenue to Oak Street. See attached Vicinity Map. Project Justification: Project roadways were constructed with the Wetherbee Lake Subdivision in 1933. Wetherbee Avenue and Willow Avenue were accepted into the County's maintained road system in 1978. A segment of Lake Avenue was abandoned in 1995. Ash Lane and Lake Avenue were accepted into the County's maintained road system in 1987. Roadways were last slurry sealed in 2017. The existing roadway surfaces within the project limits have significant alligator and block cracking and isolated areas of rutting, with Overall Condition Index (OCI) ratings ranging from 60-67. Scope of Work: The project will consist of: 1. Removing 0.17 feet of existing Hot Mix Asphalt (HMA) and replacing with 0.17 feet HMA (Type A). 2. Repairing pavement structural failure areas with full depth 0.25 feet HMA (Type A). 3. Conforming grind in areas with Plain Cement Concrete (PCC) placed up to the Edge of Pavement (EP) throughout the project limits. 4. Adjusting Monument frames and covers (2) to finished grade at two intersections (Willow Avenue/Ash Lane, Wetherbee Avenue/Ash Lane). Environmental Setting: In these portions of the San Joaquin County, land usage is primarily residential with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
