Document Description
Project Location: Watkinson Road: Jahant Road to Collier Road. See attached Vicinity Map. Project Justification: Watkinson Road is a two-lane, 18-foot-wide roadway. Constructed in 1973, it originally consisted of 0.17 feet of asphalt concrete (AC) over 0.33 feet aggregate base (AB). The road has undergone periodic chip seal applications, with the latest treatment applied in 2020. The existing pavement surface exhibits a range of distresses, including transverse, longitudinal, block, and alligator cracking. Additionally, surface irregularities, edge cracking, and rutting along the outside wheel path are also present throughout the project limits. Scope of Work: The project will consist of: 1. Resurfacing existing roadway (20 feet wide) with 0.17 feet Hot Mix Asphalt (HMA) (Type A). Paving to match the existing cross slope, including the quarter crown. 2. Applying leveling course or varying thicknesses of pavement repair along severely rutted areas. 3. Repairing pavement structural failure areas with full depth 0.50 feet HMA (Type A). 4. Replenishing the 4-foot-wide shoulder backing: 2 feet at 8% slope with 2 feet to conform. 5. Performing earthwork in miscellaneous areas where the shoulder's elevation is higher than the pavement. 6. Constructing 4-foot HMA (Type A) driveways. 7. Removing and replacing three existing cross pipes: a 12-inch corrugated metal pipe (CMP) located 0.2 miles north of Jahant Road, a 36-inch CMP located 0.43 miles north of Jahant Road, and an 8-inch reinforced concrete pipe (RCP) located 0.78 miles north of Jahant Road. Replacing the 8-inch RCP with a 12-inch CMP to enhance capacity and reduce the potential for pipe clogging. 8. Applying penetration treatment at all intersection radii plus 50 feet or to conform. 9. Including tapered HMA edges. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
