Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SMO-53198-R3, pursuant to Section 1602 of the Fish and Game Code to the Port of Redwood City, or as represented by Ellen Johnck.
The proposed project is intended to provide ecological uplift to a 180-linear-foot section of the hardened shoreline along Redwood Creek to improve water quality and habitat for fish and wildlife, maintain public access, and increase educational opportunities along the shoreline. The project involves installing 45 ECOncrete tidepools between the Mean High Water and Mean Low Water marks of Redwood Creek, restoration planting within 979 square feet of tidal marsh habitat, and removal and replacement of the existing, eroding shoreline retaining wall with a new, marine friendly 2.5-foot-tall redwood retaining wall.

Reasons for Exemption
The project is consistent with a Class 33 Categorical Exemption for Small Habitat Restoration Projects because the project is less than five acres, and involves the maintenance, restoration, enhancement, and protection of habitat for fish, plants and wildlife. The project assures that there would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to CEQA Guidelines section 15065, there are no hazardous materials at or around the project site that may be disturbed or removed, and the project will not result in impacts that are significant when viewed in connection with effects from past projects, the effects of current projects, and the effects of probable future projects. Further, the project is consistent with CEQA Class 33 Small Habitat Restoration Project examples that include revegetation of disturbed areas with native plant species, and stream or riverbank stabilization with native vegetation or other bioengineering techniques for which the primary purpose is to reduce or eliminate erosion and sedimentation.
