Reasons for Exemption
The decommissioning of the existing 8-pump Costco fueling facility and the relocation and expansion of a new 16-pump fueling facility located on a 4.4-acre site of the existing Costco Warehouse development at 9404 Central Avenue is Categorically Exempt pursuant to Class 32 because it meets all the conditions described below: a) The Project is consistent with the Montclair General Plan’s Commerce Land Use Designation and the Commerce Mixed-Use zoning designation of the Montclair Corridors Code. The existing and proposed relocation and construction of a new and expanded fuel facility is an allowed use within the respective land use designations, and is consistent with relevant goals and policies of the General Plan. b) The proposed development occurs within city limits on a Project site of 4.4 acres, which is no more than five acres substantially surrounded by urban uses. c) The Project site has no value as habitat for endangered, rare or threatened species as it is a fully developed site and has been operated as a commercial center for more than 50 years. d) Project approval would not result in any significant effects relating to traffic, noise, air quality, or water quality, as supported in the City’s Class 32 memorandum and supporting technical reports. e) The site can be adequately served by all required utilities and public services. Further, none of the exceptions outlined in State CEQA Guidelines Section 15300.2 apply. There will be no cumulative impacts because: (1) the project is consistent with the City’s General Plan and zoning, and therefore is consistent with SCAG’s 2024-2050 RTP/SCS and will not result in significant cumulative traffic impacts; (2) there are no approved or in-process developments (related projects) in the vicinity of the project site and the project will result in a small increase in external trips relative to existing volumes of trips on the busiest adjacent roadway (Central Avenue) and therefore the project will not result in significant cumulative noise impacts; (3) the construction-related and operational daily air quality emissions associated with the project would not exceed the SCAQMD’s recommended thresholds and therefore would not be cumulatively considerable ;(4) the project and any related projects in the area would be required to implement stormwater BMPs pursuant to the Urban Stormwater Management Plans and therefore regulatory compliance by the project and other projects would result in less than significant cumulative water quality impacts; and (5) the project’s consistency with the General Plan will not result in significant new demand for utilities or public services, and thus there will be no significant cumulative impacts associated with utilities or public services. There are no unusual circumstances that would result in a significant impact on the environment. The project will not cause damage to scenic resources, including trees, historic buildings, rock outcroppings, or other features, as the site is not located within or adjacent to a designated scenic highway. The project is not located on a hazardous waste site or any other site listed under Government Code Section 65962.5. The project will not result in significant adverse impacts to historical resources, as no historical resources are present at the site, and none are defined by CEQA As such, the project is exempt from CEQA and no additional environmental review is required.
