Neighborhood Development Permit (NDP) to continue the operation of an existing wireless communication facility (WCF). The project Is located at 3771 54th Street in the Mid-City/ Eastern Area Community Plan, CC-3-5 base zone, Council District 9. The existing WCF consists of a 45'-0 tall monopine with antennas and an existing concrete block enclosure, all within a fully developed church site. The project Is not proposing any changes or improvements to the WCF. The WCF is unmanned and only periodic maintenance trips to the facility would occur.

Reasons for Exemption
The City of San Diego conducted an environmental review and determined that the project would qualify to be categorically exempt from CEQA pursuant to Section 15301 (Existing Facilities). Section 15301 allows for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing facilities (public or private), involving negligible or no expansion of use beyond that existing at the time of the determination. Since the project would only permit the continual operation of an existing WCF the exemption was deemed appropriate. The project is located on a developed site and no environmental Impacts would occur and none of the exceptions described m CEQA Guidelines Section 15300.2 apply, The site is not included on any list compiled pursuant to Government Code Section 65962.5 for hazardous waste sites.
