Reasons for Exemption
It can be seen with certainty that there is no possibility that the amended Ordinance will have a significant effect on the environment. The City is establishing citywide regulations on alcohol uses which impact the operation of these businesses to make them safer for the general public. In addition, one Class IV entertainment establishment is permitted in the City in an already existing business. Furthermore, the amended ordinance continues to establish standards for the operation of Class IV entertainment establishments to ensure that these businesses do not have adverse impacts on surrounding uses. As such, the change in operations to allow an extra half hour of live entertainment in this type of venue is not anticipated to have a significant effect on the environment.
