Reasons for Exemption
The proposed project location integrates the new classrooms within the boundary of the existing school site and includes updates to some existing facilities qualifying for a Class I exemption. Based on the number of proposed new classrooms (fewer than 10) and that the new facilities would not increase enrollment by greater than 25%, a Class 14 exemption would be applicable to the Proposed Project. Section 15314 of the CEQA Guidelines states that a Class 14 exemption from CEQA consists of minor additions to existing schools within existing school grounds where the addition does not increase the original student capacity by more than 25 percent or 10 classrooms (whichever is less). The modernization of classrooms, upgrade to the library, and limited improvements to some portables would be exempt under the application of a Class 1 exemption. As the new classrooms would be located within the existing boundary of the school and would include work within existing facilities, no exceptions listed under Section 15300.2 of the CEQA guidelines to the exemption would apply
