The Project falls within the Class 1 exemption, which applies to the operation, repair, maintenance, or minor alteration of existing structures, facilities, or mechanical equipment involving negligible or no expansion of use. The exemption expressly applies to “interior or exterior alterations involving such things as … electrical conveyances.” (State CEQA Guidelines, § 15301(a).) The Project provides for the purchase and installation of a portable trailered generator, which may be used at any of the District’s above-referenced Utility Stations; the Project further provides for an upgrade to existing electrical panels at the above-referenced Utility Stations. These minor alterations involve negligible or no expansion of use, and they are categorically exempt from CEQA.
