Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Microbusiness commercial cannabis license submitted on 12/19/2017, by SANTA BARBARA CARE CENTER. The Project will consist of cannabis microbusiness that will engage in retail sales, cultivation, and distribution of cannabis. The project is located on a 4,050 square foot parcel within a 1,319 square foot existing facility previously used for office and storage purposes. The project is adequately served by utilities, water is provided by Goleta Water District and electricity is provided by Southern California Edison.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 and 32 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 32 consists of projects characterized as in-fill development meeting the conditions described in this section. The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. The project site has no value as habitat for endangered, rare or threatened species. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
