Document Description
The project consists of the installation of a Flock Safety automated license plate reading (ALPR) camera to be installed on behalf of the Woodland Police Department. The installation consists of the attachment of a camera and solar panel (to power the camera) to an existing light/traffic pole with no proposed ground disturbance. The purpose of the installation is to provide law enforcement with the ability to detect license plates associated with criminal activity and to assist law enforcement with intercepting these vehicles. The beneficiaries of the project are both law enforcement and the public at large as this installation will serve public safety interests and help make Yolo County a safer community.

Pursuant to Section 15301(b) – Existing Facilities and Section 15301(b) - New Construction or Conversion of Small Structures of the CEQA Guidelines, this project is exempt from further CEQA Review. Section 15301(b) specifically refers to the minor alteration of existing public or private structures, including utilities, and the attachment of the proposed camera and solar panel to an existing light pole with no further alteration to the pole and no ground disturbance qualifies for this exemption. As such, this project can be considered a minor alteration to an existing facility under Section 15301 of the CEQA Guidelines with no further CEQA review required.
