Document Description
Pine Grove Mobile Home Park (MHP) has a community water system (State water system number CA4500290) that provides water to approximately 19 residential connections within the MHP. The primary water source for the water system is groundwater from a well located within the MHP property. Due to high levels of manganese in the water from the well, the MHP is consolidating with the Fall River Valley Community Services District (FRVCSD or District) water system. Thirteen additional residences located on twelve parcels outside of the MHP that are currently served by private wells would also connect to the FRVCSD water system. As shown in Figure 2, consolidation with the FRVCSD water system would require improvements on the MHP property and twelve neighboring parcels. Proposed improvements include the following: • Installation of ~2,770 feet of 10-inch-diameter water main within the ROW of Williams Road that would connect to an existing FRVCSD 10-inch-diameter water main located within Lewis Road. • Installation of ~860 feet of 6-inch-diameter water main and a 6-inch flowmeter within a new 20-foot public utility easement from the new 10-inch-diameter water main within the ROW of Williams Road to the MHP; the new 6- inch-diameter main would continue through the MHP to the MHP driveway immediately north of SR 299. • Installation of ~570 feet of 2-inch-diameter water main/common water service loop. • Installation of ~3,030 feet of 1-inch water service piping. • Installation of three 10-inch gate valves, seven 6-inch gate valves, and two 2-inch gate valves. • Installation of 32 water meters and boxes, 13 backflow prevention devices, and six fire hydrants. New 2-inch-diameter water line, water meters, water services, and new 6-inch fire protection water line with fire hydrants would be installed throughout the MHP property (APN 018-080-010) and to the twelve parcels located immediately to the east of the MHP property. Ten of the water services and meters would be installed adjacent to Williams Road and would connect to the new 10-inch-diameter water main. Two of the water services and meters would be installed in two utility easements on private property (APNs 018-080-021 and -023). The MHP’s existing well would remain in service and continue to provide irrigation water for the MHP. The purpose of the proposed project is to ensure a safe and reliable potable water supply for existing residents in the MHP and adjacent parcels through consolidation with the FRVCSD distribution system. All proposed improvements would be installed in previously disturbed areas; no trees are expected to be removed. Staging of construction equipment and materials would occur on the MHP property.

Reasons for Exemption
The Class 3 exemption covers the installation of new water mains and the installation of small new equipment and facilities in small structures. The Class 4 exemption applies to the minor alternations to the condition of land (e.g., clearing, grading, trenching, and backfilling) that do not involve the removal of healthy, mature, scenic trees, and do not involve grading in wetlands or other waters, provided that the surface is restored following construction. The project is consistent with the categorical exemptions noted above because work would consist of the extension of the FRVCSD’s existing water system including the installation of water mains, water services, meters, meter boxes, and fire hydrants. No mature trees would be removed and no wetlands or other waters are present on the project site. The project is not located within a designated State Scenic Highway, is not located on a hazardous waste site, and would not impact a historical resource. There are no unusual circumstances that would preclude a categorical exemption for the project.
