Reasons for Exemption
Class 1 consists of the operation, permitting, or minor alternations of an existing private structures and facilities involving negligible or no expansion of an existing or former use. The project consists of a Use Permit to increase capacity of an existing Residential Care Facility. A portion of the house was occupied by the owners but is now used to accommodate the new residents. This would involve a negligible expansion of existing use as the footprint of the residential care home is not increasing and the care provided is on-site and in-house. Therefore, the project is exempt from the provisions of CEQA.
