The project is a minor alteration to land which does not involve removal of healthy, mature, scenic trees and is not within an environmentally sensitive area. The project is consistent with applicable General Plan land use designations and Zoning regulations. The project sites are within City limits, will not change in size, and is adequately serviced by utilities and public services.
