The Applicant is requesting to allow the establish a multi-phase project with the first phase to establish a lifestyle treatment center, and in additional phases establish a church, and future RV park to be used by the lifestyle treatment center and would not be open to the public, on an approximate 5.8-acre portion of three (3) parcels totaling 174.02-acres the A-1 (Agricultural) Zone. The purpose of the lifestyle treatment center is to provide education and training for those individuals that need it. The Applicant and those utilizing their services will benefit from these additions.

Reasons for Exemption
This action is consistent with Section 15303 Class 3, consisting of construction and location of limited number of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure, the structures already in existence, and only alterations to the interior are required to bring the structures into conformity with the proposed new use. Therefore, the application of CEQA Section 15303 is applicable and appropriate for this project.
