Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a small mixed-light tier 1 commercial cannabis license submitted on December 1, 2020, by High Mountain Herb Cooperative. The Project will consist of an ongoing cannabis cultivation operation located at 133 Bigfoot Path, near Zenia in an unincorporated area of Trinity County, California (APN 022-360-19-00). The garden consists of approximately 10,000 square feet (sf) of mature canopy grown in hoophouses and 1600 sf of immature plants grown in a former nursery building. No significant changes to the cultivation site or associate activities are proposed. Existing support facilities include a 44’ x 78’ two-story processing building, administrative hold area, harvest storage and immature plant area; two (2) 100 sf sheds for chemical and fertilizer storage and petroleum storage; a 100-sf compost area; 24 5,000-gallon water tanks; a 2,500-gallon water tank for fire suppression; a residence. Irrigation water is supplied by a permitted groundwater well and pump. The property utilizes an installed septic system serviced routinely as needed. No new construction will occur, and no new soil-disturbing activities will occur.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by
existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects
which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
