Document Description
The Los Angeles Department of Water and Power (LADWP) proposes to stabilize a damaged portion of the Owens Gorge riverbank near the Control Gorge Power Plant with installation of an approximately 120 feet long new bio-retaining wall. The Bio-retaining wall will follow a bioengineering method similar to the vegetated geogrid technique, which is an effective method of quickly re-establishing riparian vegetation for bank reconstruction. The bio retaining wall will be approximately 120 feet long by 16 feet wide and use approximately 260 cubic yards of native tuff aggregate of 3-inch or less as fill and compacted with approximately 40 cubic yards of native soil. First, vegetation would be removed and a 3-inch base laid. Next, geotextile fabric would be installed, followed by more small aggregate, and finally by large rip-rap boulders. Finally, the road at the top of the bank would be repaired. Native soil will be used to fill the riverbank, and vegetation would be replaced with coyote willow (Salix exigua) pole cuttings sourced from on site.

Reasons for Exemption
In accordance with the California Environmental Quality Act, this project is Categorically Exempt from CEQA review pursuant to Section 15303, Class 3. Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The addition of the bio-retaining wall at an existing public power plant facility and existing streambank meets the requirements of this exemption. In addition, Section 15301, Class 1, consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, including demolition and removal of individual small structures. The proposed bio-retaining wall meets the requirements of these exemptions; therefore, no further CEQA review is required.
