Document Description
The proposed project will replace and upgrade the pumps, electronic control and monitoring system, communication systems, and improve maintenance access at the Cordova Walk and Naples Pump Stations (PS). Most of the work will be performed within the interior of the PS facilities or within public right of way. The estimated construction duration is 3 months and will begin in Summer 2025. The proposed project scope for both PS locations and includes the following unless noted otherwise:
• Removal of existing three main pumps and electric motors (Cordova).
• Installation of two new main pumps and electric motors (Cordova).
• Removal of existing four main pumps, electric motors and discharge pipes (Naples).
• Installation of three main pumps with electric motors and discharge pipes (Naples).
• Rehabilitation of existing discharge pipes with Cure-in-Place-Pipe (Cordova).
• Replacement of existing sump pump, discharge pipe and controller.
• Replacement of existing steel trash rack with fiberglass reinforced plastic.
• Replacement of existing roof hatches over the main pumps and sump pump.
• Replacement of floor hatch for the sump pump.
• Rehabilitation of existing roof drains and floor drain.
• Replacement of roofing materials (Cordova).
• Installation of a manual lifting mechanism for the sump pump (Naples).
• Replacement of existing steel ladder rungs with stainless steel ladder and telescoping post.
• Removal of entrapped air water level sensors and tubing.
• Installation of pressure transducers for water level sensors.
• Replacement of backup float switches.
• Replacement of bubbler system for the sump pump.
• Installation of grating to enclose the entry stairwell to prevent unauthorized access.
• Improvement of existing landscaping (Cordova).
• Removal of an existing 120/240 Volt – single phase electrical service.
• Replacement of the existing 480 VAC – three phase electrical main switchboard service.
• Installation of a combination 480VAC to 120/240VAC step-down transformer and panel board.
• Installation of Manual Transfer Switch (MTS), generator camlock connection box, and associated conduits and conductors.
• Installation of an Integrate Power Center (IPC, Naples).
• Removal and replacement of multiple pump motor control centers (MCC)
• Removal and replacement of instrumentation, annunciator and telemetry system.
• Removal and replacement of the intrusion alarm system.
• Removal and replacement of the pump station lighting system.
• Performance of an arc flash and coordination study for the power distribution system.
• Replacement of pump station main entrance door.
• Rehabilitation of existing access hatches on the bridge to prevent leaks and improve accessibility to the equipment inside the pump room (Cordova).

Reasons for Exemption
The project is exempt from CEQA per State CEQA Guidelines Section 15301,15302, and 15303 because the project involves the replacement and upgrades to components at the existing pump station (PS) facilities, including the existing pumps, electronic control and monitoring system, communication systems, and improved maintenance access for personnel safety at the PS facilities. The electrical main service panel and subpanel boards will be upgraded to comply with current NEC standards, and the annunciator and telemetry system will be upgraded to comply with the latest Public Works standards, and backup systems for the pump bubbler system will be installed in case of emergency. Reliable standby pumping performance and efficient electrical control operations are crucial in providing flood control and protection for the local community. The PS facilities will remain in the same location and the replacements and upgrades will serve the same purpose and capacity as the original equipment. There is no change to the existing use of the facility.
Additionally, the project is not located in a sensitive environment and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste sites pursuant to Government Code Section 65962.5, or indications that the project may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable based on the record of the proposed activities.
