Document Description
The proposed project will upgrade and retrofit the major mechanical equipment, electrical equipment, and appurtenances of the PS. Mechanical improvements include replacement of three main pumps and two gas engine pumps, removal of existing and installation of new electric motors, rehabilitation of existing flap gates and cage fences, installation of couplings, and replacement of the trash rack. Structural improvements include modification of the existing sump pump floor opening, replacement of the stairway into the sump area, removal of the existing catwalk, and the installation of a new catwalk. Electrical improvements include removal and replacement of the electrical main switchboard, service feed, MCC, Pump Station Central Controller, level transducers and float switches, telemetry panel, intrusion alarm system, pump station lighting system, Murphy engine controller system, and an arc flash and coordination study on the power distribution system. The estimated construction duration is 7 months and is anticipated to begin in Spring/Summer 2026. All work will be completed during the dry season.

Reasons for Exemption
The project is exempt from CEQA per State CEQA Guidelines Section 15301,15303, and 15304 because the project involves electrical, mechanical, and structural improvements to the existing Dominguez PS, a flood control facility. Public Works observed rust and damage and determined all pumps, discharge pipes fittings, and other components need to be replaced, as well as outdated and obsolete electrical components, including, but not limited to, the main switchboard, subpanel boards, controls, MCC, annunciator, and telemetry systems. Most of the work will occur within the PS footprint and immediate right-of-way. The rehabilitation is considered maintenance work on all existing components of the PS and the project does not result in a change or expansion of use of the facility, and there is negligible or no expansion to the capacity of the PS. In addition, the proposed project includes installation of small new equipment at the facility, including a new MCC and a new catwalk within the existing PS. Additionally, the project is not located in a sensitive environment and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste sites pursuant to Government Code Section 65962.5, or indications that the project may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable based on the record of the proposed activities.
