Document Description
The County of Riverside Transportation Department is proposing to install a traffic signal at the
intersection of Pourroy Road and Rosales Avenue in the Murrieta area of Riverside County.
Pourroy Road is a 5-lane secondary road that travels in the North-South direction.
Existing pavement width is approximately 65’ wide with a 13’ sidewalk. Rosales Ave. is a 2-lane
residential street that travels in the East-West direction. Existing pavement width is
approximately 42’ wide with 12’ through lanes and a 6’ sidewalk.
The project scope includes installing a traffic signal at the intersection of Pourroy Rd and
Rosales Ave including traffic signal poles, signal mast arms, cabinets, conduits, pullboxes, and
other traffic signal equipment. The project work is within the road right-of-way including street,
sidewalk, and parkway areas. No Temporary Construction Easements (TCE) will be required
to construct the proposed improvements.

Reasons for Exemption
This project is subject to compliance with the Western Riverside County Multiple Species
Habitat Conservation Plan (MSHCP). Under Section 7.1 Covered Activities Outside Criteria
Area and PQP lands of the MSHCP, necessary operation and maintenance projects, as this
project is considered, are Covered Activities and are not subject to survey or mitigation
requirements outside criteria area and Public/Quasi-Public Lands.If tree and/or vegetation removal takes place during the migratory bird breeding season (February
1 – September 1), a preconstruction nesting survey will be conducted pursuant to the Migratory
Bird Treaty Act of 1918 (MBTA) and California Fish and Game Codes Section 3503, 3503.5,
3513, and 3800.
The proposed project of adding a traffic
signal at the intersection of Pourroy Road and Rosales Avenue is
consistent with Categorical Exemption 15301 (c) which exempts existing
highways and streets, sidewalks, gutters, bicycle and pedestrian trail, and similar
facilities (this includes road grading for the purpose of public safety).
Furthermore, the project does not create additional automobile lanes and involves
minimal to no expansion of use of the existing roadway and associated facilities.
(f) Addition of safety or health protection devices for use during construction of
or in conjunction with existing structures, facilities, or mechanical equipment, or
topographical features including navigational devices.
The County of Riverside Transportation Department has found that the above-described
project is exempt from the provisions of the California Environmental Quality Act (CEQA),
