Reasons for Exemption
This project involves the modification and restructuring of fees and approval of rates for the purpose of meeting operating expenses, and other inflation factors including salary increases, stricter regulatory compliance requirements and increased permitting fees. As such, due to the administrative nature of the Project, no environmental resources will be affected; therefore, the Project meets the scope and intent of Section 15273, Statutory Exemption. Section 15061(b)(3) because: The Project proposes to increase landfill disposal fees by the percentage change in CPI for the Riverside-San Bernardino-Ontario index for the 12-month period ending January 2024. The percentage change in CPI is calculated to be 2.88%. The Project proposes to increase landfill disposal fees/rates consistent with the Consumer Price Index (CPI) for certain solid waste streams. Direct haul/non-contracted rate for routine refuse, for example, is proposed to increase from the current $49.75 per ton to $51.18 per ton.
