Reasons for Exemption
The proposed project includes removal of 23 street trees along Tasman Drive, near Casa de Amigos Mobile Park. The tree removal is proposed as an emergency project to reduce significant and imminent risk to life and property, including private property at 1085 Tasman Drive (Casa de Amigos Mobile Home Park), its occupants, the public right of way, VTA tracks and overhead power lines, vehicles and pedestrians. The hazardous tree removal project will eliminate the risk of these trees and branches falling and potentially causing bodily injury and property damage to City of Sunnyvale, VTA, and Casa de Amigos property. The trees were inspected by the City of Sunnyvale, Department of Public Works, who recommended that the trees be removed due to conflicts with existing infrastructure and imminent public health and safety concerns. At least four of the 23 trees exhibit evidence of disease or that they are dead or dying, and the remaining 19 exhibit signs of weak and poor branch structure and attachments, dead branches, root damage to surrounding infrastructure. The proposed emergency work is anticipated to begin in March 2025 and be completed within one week. The proposed project falls within active bird nesting season (February 1-August 31) therefore a biologist will be retained to review nesting activity for this project. The project qualifies as an “emergency project” per Section 15269(c) because removal of the trees is necessary to prevent health and safety impacts to the public.
