Document Description
This project will demonstrate the use of mobile batteries for charging electric construction equipment and providing backup power for a microgrid. The project will develop a model to optimize charging schedules to meet demands of electric construction equipment, while reducing peak demand and increasing utilization of existing grid capacity and charging infrastructure. Demonstrations will be conducted at various construction sites throughout the UC San Diego main campus.
The general scope of work for each site includes minor modification as needed to charge the electric construction vehicles at the mobile charging stations, as well as provision of a pick-up truck and drivers to support the relocation and recharging of the mobile charging stations at existing electric vehicle charging stations. A combination of electric construction equipment including electric mini-excavators, wheeler loaders, backhoes, forklifts will be used by the general construction contractor to perform the construction jobs at the demonstration sites for at least 6 months. The project will demonstrate the benefits of mobile charging stations in increasing utilization of existing charging stations, increasing renewable self-consumption, and providing building emergency service via integration into a microgrid.

Reasons for Exemption
Cal. Code Regs., tit 14, sec 15301 provides that projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or
topographical features, involving negligible or no expansion of existing or former use, are categorically exempt from the provisions of CEQA. The locations affected by the proposed project are at existing construction sites and existing electric vehicle charging stations. The project activities involve negligible or no expansion of existing or former use and will not have a significant effect on the environment and thus fits within section 15301.
This project does not involve impacts on any particularly sensitive environment; any cumulative impacts of successive projects of the same type in the same place that might be considered significant; does not involve unusual circumstances
that might have a significant effect on the environment; will not result in damage to scenic resources within a highway officially designated as a state scenic highway; the project site is not included on any list compiled pursuant to Government Code section 65962.5, and the project will not cause a substantial adverse change in the significance of a historical resource. Therefore, none of the exceptions to categorical exemptions listed in CEQA Guidelines section 15300.2 apply to this project and this project will not have a significant effect on the environment.
