Class 1 is applicable to the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, involving negligible or no expansion of existing or former use. The Class 1 exemption applies to the Project because the Project involves establishing a new church within an existing building without any expansion to the existing building and only propose minor improvements (i.e. restriping) to an existing parking lot located off-site. Therefore, the Project is categorically exempt from the provisions of CEQA.
