Document Description
RCTC proposes to implement improvements at two pedestrian at-grade crossings at the Riverside-Downtown Train Station: the Main Entrance and Southwestern Pedestrian Crossings. The design of the pedestrian-rail grade crossings and installation of pedestrian treatments at the Station were evaluated per the SCRRA Highway-Rail Grade Crossing Manual (January 2021).The Station has a constrained footprint, which limits the types of improvements that can be installed. Per SCRRA, a pedestrian crossing adjacent to a passenger station with constrained right-of-way requires channelization, passive warning devices such as signage, detectable strips, and swing gates. The area does not allow for installation of SCRRA’s standard layout for pedestrian crossing treatments, which include crossing gate arms and swing gates. The proposed solutions include improvements using CPUC General Order No. 75-D guidelines. The purpose of the project is to provide uniform, consistent treatments to minimize confusion to Station users and enhance accessibility.

The project is statutorily exempt from CEQA under Public Resources Code section 21080(b)(12) and State CEQA Guidelines section 15275, both of which exempt projects that relate to the "facility extensions not to exceed four miles in length which are required for the transfer of passengers from or to exclusive public mass transit guideway or busway public transit services." Here, the project falls within this exemption as it seeks to implement improvements at two pedestrian crossings along an existing public mass transit guideway and will not exceed four miles in length.
