Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a Microbusiness commercial cannabis license submitted on 12/06/2018, by JSCA, INC. The Project will consist of cannabis cultivation, trimming, packaging, and distribution to dispensaries, with potential for manufacturing and non-storefront retail deliveries. Cultivation includes four indoor canopy areas, one plant nursery area for immature clones, and one processing area for drying and trimming dried cannabis. Distribution activities include storing, packaging, and transporting of cannabis.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 3 and 32 Categorical Exemption project. Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Class 32 consists of projects characterized as in-fill development meeting the conditions described in this section. The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses. The project site has no value as habitat for endangered, rare or threatened species. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality. The site can be adequately served by all required utilities and public services. None of the exceptions to this exemption defined in Section 15300.2 apply.
