Document Description
The California Department of Fish and Wildlife has executed Lake or Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-56455-R1C, pursuant to Section 1602 of the Fish and Game Code to Noe Espinoza. This Agreement relies on the Notification materials, a CDFW site visit on February 7, 2025, correspondence with the Permittee and Permittee’s representative, and recommendations by CDFW Cannabis Engineering staff. The Project is limited to one (1) encroachment to repair and maintain an existing triple-barrel culvert stream crossing. Work for this encroachment will include re-establishing the flow capacity of the center culvert by opening the crushed outlet, removing the metal t-posts at the outlets, and removing and properly disposing of the plastic fencing and cinder blocks near the outlets. Work will also include armoring the downstream embankment with Class I (D50 = 6-inch) rock slope protection. The Notification disclosed a well located at 39.80867, -123.21996 as the water source for commercial cannabis irrigation.
