Document Description
The Safety Element addresses associated Federal and State requirements to identify risks and vulnerabilities from natural and human-made disasters and other emergency events and would establish the strategies for creating a safer and more resilient City. The Safety Element establishes the City’s goals, policies, and programs to reduce the short and long term risk of death, injuries, property damage, and social dislocation due to hazards from the natural and built environment including geologic hazards, flooding, hazardous materials, airport hazards, climate change effects, and fires.

Based on the evidence in the record, it can be seen with certainty that there is no possibility that the proposed ordinance may have a significant effect on the environment.

Reasons for Exemption
Section 15308 of the CEQA Guidelines exempts (Class 8) actions taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of the environment. The Safety Element addresses climate change effects with policies and actions that foster sustainability and environmental protection. Therefore, the Safety Element is exempt pursuant to Section 15308.
