Document Description
The City of Solana Beach prepared an update to the City's 2017 adopted Climate Action Plan. The 2024 Climate Action Plan Update includes an updated greenhouse gas inventory and evaluates it sources of impact in order to determine measures and implementation actions to reduce emissions. The 2017 Climate Action Plan aimed for a 50 percent reduction in emissions, below 2010 levels by 2035. The 2024 Climate Action Plan Update focuses on additional measures to reduce emissions, in line with State targets. The Climate Action Plan Update incorporates measures that reflect current technologies, updated policies, and state mandates.

Reasons for Exemption
The City of Solana Beach Climate Action Plan Update is exempt from CEQA pursuant to CEQA Guidelines Section 15308 (Actions by Regulatory Agencies for the Protection of the Environment). Adoption of the Climate Action Plan Update would assure the maintenance, restoration, and enhancement of the environment because measures include increased urban canopy cover by using native, low-water, and non-invasive trees and shrubs in landscaping that would reduce urban heat, absorb stormwater runoff, and filter air pollutants. GHG reductions that would result from this Climate Action Plan Update, such as reduced air pollution and fossil fuel consumption, increased renewable energy and energy efficiency, and reduced vehicle miles traveled would assure enhancement of the environment. The Climate Action Plan Update would not result in relaxation of standards involving environmental degradation because Climate Action Plan measures such as Safe Routes to Schools, and increase to 100% renewable electricity citywide, and other involve the maintenance of existing programs, standards, or City operations.
