Document Description
The effects of community development in Eastern Municipal Water District's (EMWD) service area have led to increased nitrogen loading in the wastewater treatment system at Regional Water Reclamation Facilities (RWRF). The RWRF Sidestream Treatment Feasibility Study conducted in 2019 helped EMWD identify Perris Valley RWFR (PVRWRF) as a site for nitrogen reduction through sidestream treatment, which is used to lower high strength ammonia concentrated in reject water from biosolids dewatering. Sidestream treatment will help PVRWRF meet the effluent concentrations standards for nutrients without conducting major plant expansions. To increase the sidestream treatment's nitrogen removal efficiency and lower maintenance and operations costs, a digester gas hydrogen sulfide removal facility (DGHSRF) is to be added to the existing digestor gas system at PVRWRF. This DGHSR will help reduce ferric chloride use and increase alkalinity to improve nitrogen removal efficiency of the sidestream treatment process while also reducing biogas emission to meet Air Quality Management District permit requirements. Beneficiaries of the project are EMWD ratepayers.

Implementation of the project would result in the operation, repair and maintenance, and minor alterations of an existing facility with no expansion to the existing use and public utility service provided. The Sidestream Treatment and digester gas hydrogen sulfide removal facility will address the issue of excess nitrogen and help PVRWF treat the influent it receives without expanding PVRWRF’s design capacity.
