Reasons for Exemption
The proposed project will be planting 53 trees at Bagdouma Park to enhance the City’s urban forest, increase natural shading, and reduce the heat island effect within the community. The project will not be removing any existing trees and excavation to plant the new trees will not exceed five feet in depth. City and Agency Staff have determined that the proposed project is categorically exempt from the California Environmental Quality Act (CEQA), pursuant to State CEQA Guidelines Section 15061(b)(3) – Common Sense Exemption. Section 15061(b)(3) states that a project is exempt from CEQA if it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. Since the proposed project will be increasing the amount of trees within an existing park, it can be seen with certainty that the proposed project will not have a significant effect on the environment.
