Request for a COASTAL DEVELOPMENT PERMIT to demolish an existing commercial building and hardscape on three lots to construct a three-story
29-unit (21,814 square-foot) multi-family residential buIld1ng over a single-level (8,767 square-foot) subterranean parking garage at 870 Garnet Avenue in the City of San Diego. The project is participating in the Complete Communities Housing Solutions Program and is utilizing three incentives and one waiver. The proposed incentives would (1) eliminate the zoning requirement for commercial use, (2) waive the San Diego Municipal Code (SDMC) section 131.0456(A) and Table 131- 04G residential requirement for common open space, and (3) waive the private open space requirement of SDMC section 131.0455(6). The project proposes a waiver from SDMC section 142.0525 (Table 142-05c) for motorcycle parking. The 0.22-acre site Is in the CC-4-2 Zone, a Coastal (Non-appealable) overlay zone within the Pacific Beach Community Plan area. Reasons for Exemption
The City of San Diego determined that the project would qualify to be categorically exempt from CEQA pursuant to 15332, In-Fill Development Projects. The 1n-fill
development project exemption has five criteria that must be met m order to use the exemption. The project would meet all five criteria: (1) the development Is consistent with the applicable general plan designation and all applicable general plan policies as well as the applicable zoning designation and regulations; (2) the site occurs within city limits on a project site of no more than 5 acres and is substantially surrounded by urban uses; (3) the project site has been previously impacted by development and the site has no value as habitat for endangered, rare, or threatened species; (4) the project was review by qualified staff, and staff has determined that the project would not result m any significant effects related to air quality, noise, traffic or water quality; and (5) the site is located in an existing community and can be adequately serviced by all required utilities and public services.in addition, the exceptions m CEQA Guidelines section 15300.2 do not apply. The site Is not included on any 11st compiled pursuant to Government Code Section 65962.5 for hazardous waste sites.
