Document Description
The SMUD Foothill-McClellan Transmission Line Pole Replacement Project (Project) consists of replacing nine aging wood transmission power poles with new wood poles. The nine poles identified as pole structure numbers 1640, 1642, 1645, 1646, 1662, 1663, 1669, 1671, and 1673 are located either adjacent or within the rear yards of single-family residential homes that back along the Union Pacific railroad tracks that runs adjacent to Roseville Road. The height of the new poles range from 65 to 75 feet and will be embedded into the ground between 12 to 13 feet. The new poles will be installed in-line with the existing overhead conductors and situated within 10 feet of the existing poles to be replaced. Access to the pole replacement locations will be provided via an existing dirt access road between the residential properties and railroad tracks.

Reasons for Exemption
SMUD has reviewed and determined that the Project is categorically exempt from the provisions of CEQA pursuant to Section 15302 (Replacement and Reconstruction). Section 15302 states that “Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced…” The Foothill-McClellan Transmission Line Pole Replacement Project involves the replacement of existing wood poles near the same location with no expansion of service and therefore is considered exempt in accordance with CEQA Guidelines Section 15302.
